After the success of the first Barons revolt which saw King John's rule restricted and contained by his noble vassals, unrest did not disappear.

Angered at the loss of lands and wealth in France coupled with political unrest, a nobleman by the name of Simon de Montfort was able to successfully become the de facto ruler of England for a time. When the king opposed him, Simon was able rally an army to his cause and in order to assure their loyalty he broadened the membership of parliament so all of his allies and supporters could assemble and discuss their needs and plans.

After Prince Edward, who had led his father's armies against de Montfort, became King Edward I, he retained this parliament which had been forced upon his father, and his successors made great made us of it. In time it would become an essential part of the crown's administration and ensured a reliable means of gathering taxes.
