Professional Air Traffic Controllers Organisation were a middle class union for public sector workers. They went on strike because the government refused to pay them more, but it was not a real strike as they were breaking the law as government workers were not allowed to go on strike. Therefore, it was easy for Reagan to take them on, saying they should go back to work in 48 hours or their contracts would be terminated. The law was on the governments side. This was a symbolic moment as the government publicly stated it would not negotiate with the workers.

After this event, union membership dropped. At the time, Reagan had the backing of the majority of the American people and unions were on the decline.
