Ordered by Admiral Alfred von Tirpitz, Germany created the High Seas Fleet. The main purpose of this fleet was to directly oppose and challenge the supremacy of the British Royal Navy. Tirpitz imagined the High Seas Fleet being 2/3 the size of the Royal Navy.
