The Navigation Acts required was passed to increase revenue for Britain and pay off its debt. The Navigation Acts required all goods sent to the colonies to pass through Britain first, it also required all trade to be done with English ships. The Navigation Acts primarily had some backlash but salutary neglect led to less enforcement of the Act.
