The Kellogg-Briand Pact was an attempt by France and America to stop the use of war as a means to a dispute. Although it did not prevent the second world war it did keep Romania and the Soviets from going to war alongside being a basis for post war trials. This however did not stop ww2 or the Russian invasion of Finland.
