In 1996, five Republican seats were lost which led to article hearings to be passed. In 1998, the House began to pass two articles of impeachment. They tried to pass these articles based on obstruction of justice and perjury. This way it would lead to a trial in the Senate. The articles were written but would not achieve its 2/3 in order to be passed.
