The CIO split from the AFL and became more aggressive in organising unskilled workers (who were more vulnerable) who had not been represented before into a collection of unions. The CIO also encouraged membership of African Americans and other ethnic groups.

They used strikes and sit-ins. An example of some of the action they took is the strike in General Motors car factory 1936 - 1937, which involved members of the United Automobile Workers Union (UAW). This was a premeditated strike in which the workers occupied the plant and refused to work until their conditions were met. General Motors were forced to accept the legitimacy of the union within the plant. This was an example of progress as unions proved to have power and influence, with workers becoming more empowered.
