Domestic violence was once thought to be a private matter. New legislation was needed to address domestic and sexual violence. So the Violence Against Women Act was signed providing funds for programs that help victims of domestic violence, rape, sexual assault, stalking, and other gender-related violence. It also established new offenses and penalties.
