Proposal:
1) No 2 CAs + No veto to ML
2) Provided "2 nation 1 state" @ partition
3) Provincial Autonomy over all subjects
4) All subjects
other than the Union subjects and all the
residuary powers would be vested in the
provinces
5) Provinces were to be grouped into three sections for limited time:

Group A: Hindu-majority provinces
Group B: MMP (like Punjab, Sindh, NWFP)
Group C: MMP in the East (like Bengal and Assam)

Provinces could later choose to opt out of their group.

ML rejected, wanted Pakistan
