Construction of a large and powerful U. S. Navy began in 1890, the same year as Alfred Mahan's book, with Congress authorizing the construction of 3 first class battleships and a heavy cruiser. This expansion of the U.S. Navy continued so that by 1907, TR was able to order a fleet of 16 battleships on a world tour, stopping conspicuously in Japan. TR's big stick went on display.
The U.S. came into direct interaction with the Japanese when TR personally negotiated a peace settlement that ended the Russo-Japanese War (1904-05). Japanese immigration to the West Coast by way of Hawaii had been increasing but became confrontational when San Francisco School Bd. implemented racial segregation of Asian students in 1906. Japanese people in CA were so offended that Americans thought it would bring war with Japan. Roosevelt made a private "Gentlemen's Agreement" with the Japanese government to patch up the segregation issue in exchange for shutting off new Japanese immigrants to the U.S.
