A high U.S. tariff had protected American business and hurt American farmers and consumers for over a century. Wilson considered it a part of the "triple wall of privilege" and urged immediate reform. This bill passed quickly through the House of Representatives in 1913, and served in substantially reducing tariff rates. Lobbyists did their best to have the Senate put holes in the bill, but President Wilson immediately urged the American people to hold their elected officials accountable in order to keep it whole. The Senate passed the bill in late 1913.
