- It seemed there was more revolutionary agitation among Tsarist soldiers
- The imperial government demanded that the Duma should hand over 55 Social Democratic deputies
- Duma did not cooperate, so they arrested them anyway on the night of the 3rd of June
- The Duma was then officially dissolved and this was perfectly legal in the eyes of the Fundamental Laws because the Tsar could shut down the Dumas whenever he wanted
- A new electoral law was then published, where wealthier landlords obtained 60% of the electors for the Duma. Peasants got 22%. Merchants got 15%. Urban Proletariat got the remaining 3%.
- Other areas like central Asia were not given any representation in this Duma, and the Tsar said this was because the Duma should be "Russian in spirit".
- He claimed non-Russians must never be accorded a "decisive influence" over "purely Russian questions"
