- Witte helped write it

This manifesto succeeded in dividing opposition to the Tsar. Liberals welcomed it as it was a step closer to a constitutional monarchy
- Radical liberals and socialists rejected it because they felt that not enough power was given to the Dumas
- Socialists argued that the reforms failed to address peasant's desire for land or the workers' need for better work conditions
- St Petersburg Soviet called a general strike to show their rejection
