AKA Bulygin Constitution
- Promised to establish an elected consultative assembly - a Duma
- It set out a complex electoral system which meant all men could vote but the votes of the rich were worth more than the votes of the poor

Liberal reaction
It did not win them over because:
- Duma was consultative not legislative
- Electoral system excluded national minorities
- Electoral system did not include equal voting
- The Manifesto set no date for the first elections
- The Manifesto contained no guarantee of individual rights, or press freedom
