The 25th Amendment was ratified because of the aftermath of President John F. Kennedy's assassination. The 25th Amendment outlines the procedure of filling vacancies of the President or Vice President in the case of death, removal, resignation, or incapacitation. The first time the 25th Amendment was used was during the Watergate scandal. During the Watergate scandal, Vice President Spiro Agnew resigned on October 10, 1973, and President Richard M. Nixon nominated Gerald R. Ford to succeed him. Hearings were held upon the nomination by the Senate Rules Committee and the House Judiciary Committee. Both Houses confirmed the nomination, and the new Vice President took the oath of office on December 6, 1973. Then it was also used during the Watergate scandal when Richard M. Nixon resigned and Vice President Gerald R. Ford immediately succeeded him by taking the oath of office on the very same day, which was August 9, 1974.
