Lester B. Pearson and Pierre Elliott Trudeau created the White Paper of 1966 in the House of Commons in Canada. The White Paper on Immigration called for a stronger and more aligned immigration policy. It focused on long-term economic benefits by suggesting that Canada allow immigrants that are more qualified to enter instead of more unskilled workers. It also suggested allowing more immigrants that weren’t really dangerous into Canada, but having more protection against criminals and people entering illegally. The White Paper suggested that there be more control on the sponsorship program that was in place for immigrants, where an immigrant or permanent resident could sponsor a relative without many restrictions. To have more skilled labourers entering Canada it made sponsored immigrants to need to have more job qualifications. This White Paper was a stepping stone for human rights for Black Canadians as it created a more equal standard for immigrants to enter Canada, and it helped start the Declaration of Canadian multiculturalism.
