On December 28th, 1922, a group conference was held between the Russian SFSR, Transcaucation SFSR, Ukrainian SSR, and the Byelorussian SSR to go over, approve and sign the Treaty on the Creation of the USSR and the Declaration of the Creation of the USSR, officially forming the USSR. These documents were then confirmed by the Congress of Soviets of the USSR, and the USSR was officially confirmed created at the Bolshoi Theatre in Moscow on December 30th, 1922. After its official creation, the newly created Communist Party took control of the government led by Vladimir Lenin. Vladimir Lenin was a Russian statesman and was considered a successful revolutionary leader. During the first years of his rule, his major task was establishing his or his party’s authority in the country. At it’s peak, the USSR contained fifteen Soviet Special Republics. These republics were Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan.
