The Emergency Quota Act (also known as the Emergency Immigration Act of 1921, the Immigration Restriction Act of 1921, the Per Centum Law, or the Johnson Quota Act) restricted the number of immigrants admitted from any country to 3% of the number of residents from that country that are living in the United States as of the census that happened in 1910. This act was made mainly in response to the rapid rise of Southern and Eastern Europeans and it successfully blocked their immigration and that of other “undesirables” to the United States. Even though it was intended as a temporary legislation, it proved in the long run that it was the most important turning point in the American immigration policy. This is because it added two new features to American immigration law. These features were numbered limits on immigration and the use of a quota system for establishing and enforcing these limits, which is now known as the National Origins Formula.
