This refers to a group of 20,000 WW1 veterans. They traveled to DC, built a “hooverville” there, and demanded their bonus money (promised by the Patman Bill). Congress considered giving it to them early, but ultimately decided not to.
The veterans stayed in DC, lobbying and homeless. Hoover then started claiming that the veterans were communists and deadbeats (because it was an election year, and Hoover thought that the thousands of homeless vets in DC would make him look bad) He sent the army to kick them out. MacArthur and Eisenhower were part of the army who kicked out the vets. They used excessive force; children and veterans died. The hooverville was set on fire.
Hoover took the blame publically (although privately he blamed MacArthur for the excessive force). This influenced the outcome of the 1932 election.
