Under the act, anyone who had taken part in the rebellion against the monarchy since 1642 was granted a pardon, with a few exceptions such as those who had directly participated in the execution of Charles I. Additionally, anyone who had served in the Parliament or other official capacity during the Interregnum period was barred from holding public office or serving in the military, unless they were granted a special exemption by the king.

The Act of Indemnity and Oblivion was seen as a necessary step towards healing and reconciliation in the aftermath of the Civil War and Interregnum period. It allowed many people who had been involved in the conflict to return to their lives and begin rebuilding their communities and the country as a whole.
