Resolution passed by Congress in 1964 in the wake of a naval confrontation in the Gulf of Tonkin between the United States and North Vietnam. It gave the president virtually unlimited authority in conducting the Vietnam War. The Senate terminated the resolution in 1970 following outrage over the U.S. invasion of Cambodia.


Before too long, Johnson would have a chance to back up his rhetoric. During the summer of 1964, the president received reports of attacks by North Vietnamese torpedo boats on the U.S. destroyer Maddox in the Gulf of Tonkin. A confrontation on August 2 resulted in a single bullet hole in the Maddox. A second reported attack on August 4 later proved to be misread radar sightings. To Johnson, the nature of the attacks mattered little — the first had been provoked by U.S. penetration of Vietnamese waters, and the second attack later proved not to have happened. The president believed a wider war was inevitable and called on Congress to authorize “all necessary measures to repel any armed attack against the forces of the United States and to prevent further aggression.” In the entire Congress, only two senators voted against his request. The Gulf of Tonkin Resolution, as it became known, gave Johnson unlimited authority in conducting operations in Vietnam.
