After the Serbian rejection of the Austrian ultimatum, the Germans were actually quite surprised that the Austrians declared war on Serbia, as the Serbs worded their rejection as if it was a capitulation. In addition, during July 1914 the Austrian army wasn't actually ready to fight as they 3/4 of the army were on harvest leave.
