Since no one had expected Columbus' journey to discover new land, Spain had not yet set up imperial policy around it. However, Isabella and Ferdinand needed to ensure that Spain had control over exploration and discovery in the New World before other countries started claiming it.

The decree established that:
- Every ship headed to the Caribbean had to leave from Cadiz and be registered with the authorities there
- Anyone who wanted to live in the New World could
- If gold was found, two thirds had to go to the Spanish crown and they could keep the rest. For any other products, they had to give one tenth of it to the crown and could keep the rest
- One tenth of cargo sent to the New World had to be Spanish
