Pierre Trudeau patriated the British North America Act in Canada's Constitution from under British jurisdiction to the Canadian goverment. This meant the Canadian government could make changes to it without requiring British approval. The basic rights of all Canadians were included in the Canadian constitution called the Charter of Rights and Freedoms. The notwithstanding clause allowed provinces and the federal government to get out of some clauses in the Charter. The notwithstanding clause was discussed and agreed to among other things at a meeting between all the premiers in Canada. However, a majority of the agreement was made during the Kitchen Compromise, where all the Premiers except Quebec met in the kitchen and discussed the Charter. This, naturally, made Quebec fell betrayed, further damaging Quebec and Canada's relationship.
