This crisis started when the Labour Minister of Quebec Pierre Laporte was kidnapped by the FLQ, a Quebec separatist group, in response to the Premier's refusal to free FLQ prisoners. This caused Pierre Trudeau to invoke the War Measures Act. Despite backlash to the decision, Trudeau carried it out. Many pro-FLQ Quebecois were arrested. On October 16, 1970, soldiers and the military were sent to patrol the streets of Montreal and Ottawa. The day after, Pierre Laporte's dead body was found in the trunk of a car.
