In Milan, Italy representatives from many countries met to discuss the best way to educate deaf people. There were no deaf people at the conference. They declared that oral education was better. Thus, sign schools were banned. The oral method uses a persons residual hearing with lip reading to understand speech. The deaf person goes through intense speech therapy to be able to talk. the goal is to have the deaf person function "normally" in a hearing world. The manual method is different in that it uses their own language to educate instead of teaching them speech.
