within the springtime of 1672 Charles made the statement of stopping the exchequer this was because at this time Charles was just about to go to war with the dutch again again needed funding quickly to fund this dutch war and stop the exchequer meant that it basically froze Charles bank account as Charles didn't have to repay loans anymore
but this came at a bigger price as this act would (make his credit score very low) as this act later would make it harder for him to have any future loans given to him.
Nevertheless, Charles could the risk and so parliament would give him the last big payment of 1,2 million to fund this war with France against the Dutch. And this was why Charles was so desperate to get the money because of the promises he made to Louis the XIV and almost a payback for all the years living in France until the English calmed down
