Background: lawmakers left emancipated slaves w/ no vote as semi-citizens, but congressional Republicans had faith in the power of the vote; lawmakers couldn't see the benefit to giving voting rights to women (giving it to African American men punished ex-confederates+ensured Republican support in the South) since women's loyalties were divided and many northern men didn't want women to be enfranchised. PPl also thought that women;s suffrage would counteract votes from African American and immigrant men although there were many female African Americans and immigrants
-Forbade states to deny citizens the right to vote on the grounds of race, color, or “previous condition of servitude” (only for men)
-left room for a poll tax and literacy requirements (made radical republicans mad) to "keep immigrants and the unworthy poor from the polls"
-congress made the 4 ex-Confederate states that remained under federal control ratify it to join the Union
created: February 1869 by Republicans
result: many African Americans vote and support radical republicans in the election of 1870; women (petitions for franchise since seneca falls in 1848) wanted it to include women
