When members of surviving noble families appealed to have their properties and wealth reinstated, Christopher choose to restored the properties in full and without arranging for compensation ahead of time or sorting out which was which was a job for someone more administratively capable. He made the decision under Artabasdos absence, whom advised against this.

This naturally led to appeals from those who had purchased what they thought was available land. And Christopher agreed to compensate them as well. Since he had no money, he handed out former thematic lands in Anatolia to those seeking compensation. Formerly independent farmers now found themselves with new noble landlords, who suddenly owned the land with neither compensation to the farmer, nor even a warning of what was coming, thus led to a revolt broke out in Cappadocia in 769, which required the deployment of the Armenian and Syrian soldiers to put down.
