- February 27th 1917, 600 soldiers and workers officially form the Petrograd Soviet of Workers at the Tauride Palace
- Chkeidze, a Menshevik was elected first Chairman
- Soviet Order No. 1 entailed demands that would severely limit the Provisional Government’s power
Every military unit must elect representatives to attend the Soviet
All political activity of the military units is ‘subordinated to the Soviet’
All arms must be kept under the control of company and battalion commanders and must not by turned over to officers
Soldiers must observe strict discipline
Titles changed to Mister Colonel’
- Soviet controlled the army, railways, communications, employers and employees
