America was Japan's primary source for many of its raw materials (and 80 percent of Japan's oil imports). Up until then, the U.S. had ordered a couple of bans or smaller embargos in Japan, but when Japan became more of a threat, Roosevelt ordered a total ban on crude oil. This was what helped set off the eventual attack on Pearl Harbor and what drew the U.S. into declaring war.
