DETAILS
The initiative and referendum were part of a reform program where "direct democracy" was seen as the solution to what people felt was the nation being hopelessly corrupted by state legislatures and returning power back to "the people". Progressives took advantage of methods in place and pushed legislators to amend state constitutions, allowing for initiative and popular referendum process. In 1897, state representative A.E Sheldon sponsored a law to allow cities to place initiative and referendum in their charters, making Nebraska became the first state to adopt such processes. Later in 1898, South Dakota became the first state to implement the process statewide followed by a majority of the other states over the years.
