According to record, in about 731, Leo IV visit Frank Kingdom, where he met the Frankish king Theuderic IV and Charles Martel, the mayor of the palace and the real power inside the Frankish state; and during the met with Charles, he asked "In regard to the kings of the Franks who no longer possess the royal power: is this state of things proper?", Leo answered with “If such is the state of things then it should surely be set right.”
No matter the dialogue has really exist or not, half years after Leo IV leave Frank Kingdom, Charles forced Theuderic into a monastery and had a local bishop crown himself king of the Franks. And the opposition he faced was quashed when Charles revealed a letter from the Emperor recognizing Charles as King of the Franks, and declaring him a friend of the Roman Empire.
