The Soviet Union had signed a non-aggression pact in 1932 with Finland and again in 1934, but seven shots were fired and witnesses said that they came from within Soviet territory in Mainlia. However, the Soviet army claimed that the shots actually came from the Finnish army across the border and ended their diplomacy on November 29. This was mostly a propaganda event and an excuse to go to war with FInland--the Soviet propaganda painted the Finnish as the aggressors of the situation. On November 30, the Soviet Union started the offensives of what would be known as the Winter War.
