This act was signed by the President of the time in the US, President Dwight Eisenhower. It was signed to outlaw the Jim Crow Laws, laws that segregated races and discriminated black people severely. These laws and restricted black people to vote and had made the vulnerable to persecution without fair trial, be accused of crimes they did not commit. The Jim Crow Laws were established to keep black people as second-class people while the white race was kept above because they feared for being taken over. The act was targeted at allowing for all races and groups of people to vote.
