In 1964 the First Presidency and Quorum of the Twelve announced their efforts to secretly facilitate a reparative therapy program hidden from the public view of the Church and undisclosed to the local leaders of homosexual men and women in their congregations.
The program included protocol to spy on suspected gay church members, the employment of a private investigator to root-out homosexual Latter-day Saints, and conspiring with local police departments to find cases of homosexuality in Utah. This clandestine church committee also used the personal bishop and stake president interviews to disclose known homosexuals.
The Church of Jesus Christ of Latter-day Saints released the details of this program to the Seminary and Institute teachers at a BYU Devotional in 1964 after word spread that the church was using the L.D.S. Psychiatrists (LDS Family Services) to engage conversion/reparative programs.
