北魏为了统一北方，巩固在中原的地位，以全民为兵。那时，由于沙门历来可以免除租税、徭役，所以锐志武功的太武帝就在太延四年（公元438年）下诏，凡是五十岁以下的沙门一律还俗服兵役。他听了宰相崔浩的劝谏，改信寇谦之的天师道，排斥佛教，并渐次发展为灭佛的行动。
