President Woodrow Wilson signed this joint resolution on April 6, 1917, terminating America's neutrality in the continuing worldwide struggle – subsequently dubbed "World War I" – and thus declaring war on the Imperial German Government. The US pursued a policy of nonintervention to maintain its neutrality. When Germany began targeting American ships in early 1917, that stance proved untenable, but President Wilson, who had run on a promise of peace, remained unwilling to enter the fight. The last straw came when the United Kingdom disclosed with the United States the intercepted Zimmermann Telegram, which revealed that Germany had offered Mexican land in exchange for attacking the United States if it entered the war. President Woodrow Wilson delivered a special address to a joint session of Congress on April 2, 1917, requesting a declaration of war against Germany. The Senate declared war on April 4 by a vote of 82 to 6. The House of Representatives voted 373 to 50 in support of enacting a war resolution against Germany two days later, on April 6. On April 6, President Woodrow Wilson issued a formal declaration of war declaring "a state of war exists between the Imperial German Government and the Government and People of the United States."
