- John Dickinson drafted a first constitution
- Adopted by the Congress in 1777 and submitted to the states for ratification
- Ratification: Virginia and New York gave up on their rights of western lands, and the ratification was successful
- Structure of the government: unicemeral congress, no executive, no judicial, one vote for each state, nine out of 13 votes were necessary for important laws, Amending the Articles needed an unanimous vote, a committee of states could make minor decisions when the Congress is not in session
- The Congress had the right to wage war, make treaties, send diplomatic representatives, and borrow money, but relied on state donation of money
- Did not have executive power to enforce its laws
