Over the course of 1867, the Second French Empire and the Kingdom of Prussia disputed over the status of Luxembourg. As a consequence of French brinkmanship (the main cause of the dispute being French desires to express greater influence in Luxembourg), the Kingdom of Prussia was able to make the European powers to mutually guarantee the independence of Luxembourg, including heavily fortifying Luxembourg City, while Luxembourg was still able to join the Zollverein (German customs union). While this meant Luxembourg could never be annexed by Prussia without consequence, it severely limited French expansionism by flanking it with a independent Luxembourg, a Britain-backed Belgium, and an increasingly alienated Italy.
