The Dawes Act was passed by Grover Cleveland in 1887 as a way of assimilating Native Americans into the "American" way of life
Natives had already controlled the land that was being "given" to them, this bill essentially stripped away land from Natives by not giving them the allotment promised a lot of the time, and then underpaying for purchased land, with the vacant land being sold to non-Natives
