-Reopened trade with both France and England. -Promised that if either of the two countries would renounce its interference with American trade, he would cut off trade with the other one
-Designed to motivate Great Britain and France to stop seizing American vessels
-Napoleon sent a message to the U.S. stating that he would recognize the rights of neutral American ships. It was a fake and nothing changed.
-British were still offended by the agreement, and soon they were tangled up in the War of 1812 because of increased tensions and the continued harassment of ships.

Macon's Bill #2 was designed as a response to ineffectiveness of the Non-Intercourse Act and the Embargo Act preceding it, but it ended up hurting America.
