In 1965 Johnson promised and delivered the Voting Rights Act which enforced the 15th amendment to help prohibit denying voting rights based on race. Yet, while it was a new groundbreaking law for voting rights, there were still some unanswered questions and wiggle room for states to discriminate against African American voters. In 1966, it was discovered that it did not outlaw poll taxes which were highly used in Virginia to discourage African Americans from voting. Yet the Supreme Court ultimately decided that poll taxes in Virginia were unconstitutional in the Harper vs. The Virginia State Board of Elections case. This ultimately was a step in the right direction, but needed more guidance to fully ensure voting rights.
