In February of 1989 Gorbachev authorized the withdrawal of Soviet troops from Afghanistan. Gorbachev included three conditions for withdrawing: internal stability, limited foregin intervention, and international recognition of Afghanistan’s communist government. This event is significant because it demonstrates the major changes being made to the USSR by Gorbachev.
