Representative David Wilmot of Pennsylvania proposed that slavery be banned in any territory gained through the Mexican Cession. It passed in the house but the south kept it from passing in the senate. This led to the civil war because the north wanted the bill to be able to pass, while the south did not want the bill to pass as their would-be more free states.
