Despite the plan to not use the Philippines to get to Japan, MacArthur was poised to launch an invasion of the Philippines. After a bit of consideration, the Joint Chiefs put support into the plan, and MacArthur arrived in the Philippines on October 20, 1944, and made a radio broadcast to the people, stating "People of the Philippines, I have returned!"
