In April of 1950, the U.S. National Security Council delivered its report, NSC-68, which outlined a variety of possible courses of action. The authors cast Soviet ambitions as nothing short of "the domination of the Eurasia landmass." It called for all Americans to pay higher taxes to support this new military program and to accept whatever sacrifices were necessary to achieve national unity of purpose against the Soviet enemy. This was almost like a turning point because before the U.S. only aided by providing money and trying to make peace. However, this report told everyone that if it were needed, the United States would turn it into an actual war.
