President Harry Truman created the Loyalty-Security Program by enacting Executive Order 9835 on March 21, 1947. This program allowed any employee of the federal government to be investigated for "subversive" activities. "Subversive" activities was government speech for communism, as the Red Scare was beginning to rear its head in the United States. The program did root out various security issues; however, it was mostly known for rooting out communists in the government. This contributes to the Cold War because it essentially led to the Red Scare and McCarthyism, because it allowed the United States to randomly accuse people of being communists without substantial evidence.
