Before the 27th amendment Congress had the power to set their own salary, when the Bill of Rights were written our Founding Fathers were worried about this. After it was set the 27th amendment stated that changes to congressional pay must take effect after the next term of office for the representatives.
(Amendments 11-12 and 20-27 are Presidential Amendments)
