Description: This bill was passed into legislation at 2am on June 9th of 1921 after Committee members of the ASNA lead by Chairman Edith Snowden sat on the balcony of the legislation chambers for many hours (Scheffer, 2014). They claimed they would not leave until the bill was passed. This bill enacted the registration of educated, qualified nurses in the state of Arizona and further allowed the regulation of nursing education standards.

Reflection: Prior to the passage of this bill, there was little structure to nursing training and work regulation. It was not uncommon for student nurses to work 10-12 hour shifts and nursing programs to consist of 6 month bedside training only (Randolph, 2001). The resulted errors and inconsistency in competency of nursing staff was noted and drove the demand for regulation.
